Sessions at the Council are composed of regular sessions and extraordinary sessions, and the combined duration of the sessions shall not exceed 90 days: Provided that where the sessions are required to convene because the duration of the sessions may exceed due to unavoidable causes, the duration may be extended within 10 days by resolution of the plenary session.
The Council shall hold a regular session twice a year, and the session shall be convened within 35 days. The 1st regular session shall be convened on the 1st day of July every year: Provided that the 1st regular session shall be convened on the 2nd day of September in the year when a general election of the members of local councils is held.
The 2nd regular session shall be convened on the 25th day of November every year.
The chairperson of a local council shall convene an extraordinary session within 15 days after receiving a request from the head of the local government or from one-third or more of all the registered council members.
